Core-CT serves as the Connecticut state government's integrated human resources, payroll and financial system. You can access tools and applications for their roles, including:

  • Human Capital Management (HCM), for payroll, time and labor, benefits, and human resources
  • Financials for general ledger, purchasing, payables, receivables, etc.
  • Enterprise Performance Management (EPM) for ad hoc reporting and State Analytical Reporting System (STARS) for Business Intelligence (BI)

Hours of System Operation: Monday - Sunday, 4:00am - 8:00pm

Confirm Processing Hours
HCM Confirm Thursday (View Only): 4:00 am - 2:00 pm

HCM Final Confirm (No Access): Thursday-Friday, 2:00 pm - 7:30 am

    Core-CT is used in many financial transactions for the State of Connecticut. Find info about accounts payable, billing, procurement, and more.

Pull reports easily

To create data reports for effective decision making, there are two tools you can use:

  • Enterprise Performance Management (EPM)
  • State Analytical Reporting System (STARS)
  • EPM training, resources, and information 
    EPM is our system that archives Core-CT data. Run an EPM report to pull information and analyze the performance of your agency. Note: EPM is updated ever 24 hours and may not include the most current data.
  • STARS training, resources, and information 
    Similar to EPM, STARS is a business intelligence tool with advanced analytical and reporting capabilities. STARS pulls data from several places, including Core-CT and non-Core-CT sources.

  • Remember to clear your browser cache and retry prior to submitting a help desk ticket.
  • If you have an email address that does not end in ct.gov, send an email to Readiness@ct.gov and the help desk will create a Helix ticket on your behalf.
